Thanks to NeroAnima and Reverend Felix T Cat for mentioning that parts of the site weren't sending email.
It turns out, none of the site was. This was all due in part to a half-updated of the source. Grrr...
The problem was that none of the site's cronjobs were executing properly because they were failing to include the site configuration file, which in turn halted any emails from being sent.
Ironically, I knew about this problem around a week ago on my own personal site, but didn't realize TT would have been affected as well. So, once again, I feel (partly) bad that my site was running smoothly with the fix already in place for some time now, while TT still didn't get it.
There were 1857 emails on queue to be delivered, so these will still go out, but many will seem oddly out of place considering their dated nature. Every five minutes the server will attempt to send out 100 emails, so all notifications (and other emails) will be delivered within a couple of hours.
On a side note - yes, I know my site still has several features TT lacks... I don't expect TT to get the rest of the updates (aside from fixes) until I have the bug tracker all setup, so I can uniformly name and version package releases. --- "Outgoing emails (notificati... ;)" has been viewed times ---
