there should probably be some sort of "blocking committee." Though it'd probably be difficult to set something like that up, i feel there should be a substancial amount of input from multiple users before a block can be preformed. After all, this is a free speech kind of place and i'd hate to see everyone with the ability to block whoever they want. Then it would be "Tainted Thoughts: world of pissy little bitches," and no one really wants that.

Some ideas, though:
-all items from a blocked member must be approved
-the blocked member should have some "dunce hat" icon or something identifying them as a blocked member
-normal users should have the right to hide their posts from any/all blocked users

stuff like that, i suppose. but i'm not really an administrator, but if you want, i can be the blocker... "ArmOfAtlas. Grand Lord of Blocking Bitches." haha.
