I'm trying to implement as much of the new notification system as possible today, so you may experience long delays throughout the day for notifications, and you may not (hopefully this doesn't happen) get any at all, or in some cases, get new ones you weren't expecting.
Just be aware, because this is normal.
When I think it's all working and setup, I'll post on the home page with more information.
UPDATE (21:40 UTC): About half of the areas that are supposed to send out notifications are now simply sending a signal, which will mean you won't receive notifications for any of these right now:
1) new items
2) new responses
3) item approvals
4) response approvals
5) item tracking status changes
6) my guestbook
7) administrative warnings
8) friendship system
There are about 4 or 5 sections left of notifications that need to be converted to the new system, which will be done tomorrow, and after that is done, the new notification system will kick in.
I will make the new notification system public tomorrow at 19:00 UTC.
Once the new notification kicks in, you will receive notifications for all the signaled events that happened during the lapse between the time that I am changing the system. So theoretically, you shouldn't miss any notifications, but some may be delayed.
Basically, there are a bunch of new things you can receive notifications for (friend related, poll related, quiz related, & a few more), plus you can now choose to have each notification delivered a different method (email or messenger). Unlike how you currently only have the option to choose how all messages get delivered, the new system allows you to choose on a notification basis and allows you to use both.
Suggestions for new notifications are still welcome, but they may not get added as quickly now.
UPDATE 2009-05-13 19:57 UTC: Please bear with me - I'm just wrapping a few things up, and I just want to add one more notification type. I will make the new system available a bit later tonight... maybe 21 UTC instead of 19 UTC.
